The information updated as of April 17, PM Shinzo Abe said he intends to provide cash payouts of 100,000 yen to all citizens (including foreign residents) instead of 300,000 yen to households with significantly reduced income, in an effort to cushion the economic impact.

②registered at Basic Resident Registration Network System (as a registered resident)

Do foreign residents have rights to receive this benefits? Yes, they have. On April 3, Chief Cabinet Secretary Yoshihide Suga said that the recipient qualification would be decided by reference to the Supplementary Income Payments provided in 2019. Let’s check the eligible persons for it.
A person is eligible to receive the Supplementary Income Payments if he/she falls under 1) or 2)
1) The person is registered in the Basic Resident Registration
2) The person is registered in the Alien Registration Records*(only illegal aliens and immigrants and short-term residents are excluded)
*The Alien Registration System was replaced with a foreign residents’ registration system on July 9, 2012.
Illegal aliens and immigrants means foreign nationals who stay in Japan without resident status and who stay in Japan beyond their authorized period of stay. And short-term residents are those who acquired a stay of up to 90 days for tourism, business, visiting friends or relatives, etc.
Please be noted, however, that Japanese government has not announced a formal decision about the recipient qualification after that. So we need to fix our all eyes on their movements.
